Lesson 1: Notice of Action

Lesson 1 focuses on the Notice of Action, which covers the requirement of contractors to mail or deliver a completed Notice of Action, when a parent applies for services or when a change is made to the service agreement.

Lesson 2: The Appeal Process

Lesson 2 focuses on the appeal process, which covers the specific rights a parent has to a fair hearing, and the instructions for contractors to carry out a hearing.

Lesson 3: Selection Process

Lesson 3 focuses on the Selection process, which covers the requirements for selecting a family for enrollment, including the admission policies & procedures, waiting list requirements, admission priorities, including how to use the income ranking chart and displacement.


Lesson 4: Religious Instruction

Lesson 4 reviews what the regulations say about religious instruction or worship in a center-based and alternative payment program.

Lesson 1 focuses on Eligibility, which reinforces participants’ skills in certifying a family for services in a Head Start program.

Lesson 2 focuses on Recruitment in a Head Start program, which covers the requirement to provide information to the community regarding available services to ensure the most eligible families are being served

Lesson 3 focuses on Selection, which covers the requirements for selecting children in a Head Start program.

Lesson 4: Enrollment

Lesson 4 reviews the Enrollment requirements for children being served in a Head Start program, including going over the performance standards for this component and what this might look like at your agency.

Lesson 5 focuses on the Attendance requirements for children enrolled in a Head Start program

Lesson 1 focuses on Earning Center-Based Program Contracts, which reinforces participants’ skills in projecting enrollment and earnings in center-based programs.

Lesson 2: Earning Alternative Payment Contracts

Lesson 2 focuses on Earning Alternative Payment Contracts, which reinforces participants’ skills in projecting enrollment and earnings in alternative payment programs.

Lesson 3: Determining Provider Reimbursement

Lesson 3 focuses on Determining Provider Reimbursement in an Alternative Payment program, which covers the application of the regional market rate ceiling, appropriate adjustments, reimbursable hours of care and how to review an attendance record to determine if the hours of care are broadly consistent with the certified hours.

Lesson 1: Environment Rating Scale

Lesson 1 focuses on the Environment Rating Scale requirements, which provides an overview of where resources may be found to implement this component.

Lesson 2: Education Program

Lesson 2 focuses on the Education Program, which reviews the regulations and where resources may be found to implement this component.

Lesson 3: Nutrition

Lesson 3 focuses on the Nutrition component, which covers the components of this requirement and where an agency can find information on how to enroll in the child care food program.

Lesson 4 focuses on Health and Social Services, which covers the requirement to identify, refer and follow-up with parents to ensure they are aware of resources available to meet both the child and family's other needs.

Lesson 1: Developmental Profile

Lesson 1 focuses on the Developmental Profile, which provides a brief overview of the desired results development profile, including where the desired results tools, training and resources may be found.

Lesson 2: Desired Results Parent Survey 

Lesson 2 focuses on the Desired Results Parent Survey, which covers the specific regulations as it pertains to the distribution, collection, and analysis of the parent survey.

Lesson 3: Annual Program Self-Evaluation

Lesson 3 focuses on the Annual Program Self-Evaluation, which covers the desired results self-evaluation process, reporting requirements, and program analysis, along with providing agencies with tools to help them through the process.

Lesson 4 focuses on preparing for a contract monitoring review in a center-based program. The goal of this lesson is to reinforce participants’ skills in preparing an agency for a successful program review and to walk away with a plan and tool to self-monitor State program operations on an ongoing basis.

Lesson 1.1 & 1.2: Family Data File

Contractors shall establish & maintain a family data file for each family receiving child care and development services. 

Lesson 2: Family Size

Lesson 2 focuses on documenting & determining family size. The lesson also includes a review of multiple family size scenario’s. 

Lesson 3.1 & 3.2: Eligibility

Lesson 3 focuses on how to determine and document child and family Eligibility. Documentation of eligibility is another piece of the family data file. It tells the story of the family’s eligibility.

Lesson 4: Need for Services

Lesson 4 focuses on a parent's Need for Services, such as Employed, Vocational Training, Actively Seeking Employment, Seeking Permanent Housing and Incapacity

Lesson 5: Family Fees 

Lesson 8 focuses on Family Fees for full-day programs. This lesson covers how to use the family fee schedule, the assessment of fees, exemptions, credit for fees paid to other service providers, payment, how to handle delinquent fees, and recording keeping

Lesson 6.1 & 6.2: Application for Services

This lesson includes a step by step completion of each area of the application for either need-based programs or part-day State Preschool/Severely Handicapped programs. 

Lesson 7.1 & 7.2: Recording Attendance

Lesson 7 focuses on Recording Attendance in either a Center-Based or Alternative Payment programs. Please note, to learn how to report attendance or calculate provider reimbursement, the lessons may be found within the Fiscal and Data Reporting course.

Lesson 8: Inventory 

Lesson 8 focuses on Inventory, which covers what is required to be part of an agency’s equipment inventory record, disposal of items and reconciliation of records.

Lesson 2: Qualified Staff

Lesson 2 focuses on having Qualified Staff for center-based programs, which covers the specific required qualifications for a Director, Site Supervisor and Teacher, along with what evidence an agency must maintain for this area.

Lesson 3: Staffing Ratios

Lesson 3 focuses on Staffing Ratios for Title 5 programs, which covers the minimum ratios a center-based program must maintain for the various age groups, commingling of age groups and staffing ratio variances.
